Only users are not able to edit and save leads from their accounts?

Path : https://account.solidperformers.com/settings/field_customization/lead

1. If any field is Mandatory to add the data, then user should have access to edit, then only they can be able to edit/add.
2. You can enable EDIT access for user, so that they can be able  edit and save the leads.
